Jordan EIB Cooperation Overview
- Over 1999-2017, the EIB has approximately extended Euro 647.5 million to Jordan financing projects in key sectors of industry, mining, energy, education, water, transport sectors and private sector development.
- The EIB’s activities range from the extension of road networks, to upgrading and expansion of power generation and distribution systems, drinking water supply and wastewater treatment programmes, refurbishment and equipping of public hospitals, development of technology parks and credit lines supporting small businesses.
- Key projects funded by EIB includes Amman Ring Road; NEPCO Green Corridor Project; Wadi Al Arab II Water Conveyer Project; South-North Water Conveyor Project; and Education Reform for Knowledge Economy (ERfKE) Project.
- EIB also extended investment grants via Neighbourhood Investment Instrument of the European Union in the total amount of Euro 68.1 million to support the implementation of key projects in the water and energy sector (Red Sea-Dead Sea-Phase 1; NEPCO Green Corridor Project and Wadi Al Arab Water System II project).
- In addition, the EIB offered a set of technical assistance grants (in the amount of Euro 15.4 million) to the implementation of a number of feasibility studies and projects in the areas of Water, Energy, Water, Transport; SMEs and Infrastructure:
- NEPCO Green Corridor Project.
- Technical Assistance for the Regional Initiative Logismed SOFT.
- Development of the Euro Med Logistic Area of Amman (Madounah) in Jordan.
- Regional Project-Promoting Financial Inclusion via Mobile Financial Services.
- Support to SMEs Growth.
- Technical Assistance Implementation Agreement for the Regional Initiative TRANSTRAC
- Feasibility Study for Bani Kenaneh District Water Supply and Sanitation Project in Jordan.
- Technical Advice for Structuring a Public Private Partnership Transaction for the Operation of the Red Sea Dead Sea.
- Structuring a Public-Private Partnership Transaction for the Zarqa Industrial Wastewater Treatment Plant.
- Feasibility study for Deir Alla and Al-Karameh water supply and sanitation project.

- Jordan India Fertilizer (US$100m) in 2011.
- Tafila Wind Farm Project (US$72m) in 2013.
- Badia Impact Fund (US$9m) in 2013.
- Microfund for Women (US$3m) in 2014.

Cooperation under Deauville Partnership
The EIB has been supportive to the Deauville Partnership since its launching during the G8 summit in May 2011, which is instrumental to support the Partnership Countries engaged in political and economic transformation: Egypt, Jordan, Morocco and Tunisia. Projects funded under Deauville Partnership Transition Fund where EIB is an Implementing Support Agency included Support to SMEs Growth; Technical Assistance Implementation Agreement for the Regional Initiative TRANSTRAC and Regional Project-Promoting Financial Inclusion via Mobile Financial Services.
EIB Economic Resilience Initiative ERI:
- Following a call from the European Council, the EIB developed an Economic Resilience Initiative (ERI) in 2016 to increase financing to the EU’s neighbouring countries, namely the Southern Neighbourhood and the Western Balkans and support the achievement of the Sustainable Development Goals (SDGs). The initiative builds upon the EIB’s three decades of experience supporting projects relating to job creation, sustainable growth, vital infrastructure and social cohesion in eligible countries of the South Neighbourhood and Western Balkans.
- The new initiative aims at supporting countries like Jordan to cope with the refugee crisis for the next 5 years. EIB has already earmarked Euro 90 million of grants from EIB money for technical assistance for the countries eligible (Jordan and Lebanon), and a further Euro 640 million is currently being raised from donors.
- This Economic Resilience Initiative is regional and temporary (5 years).
- The said initiative offers grant amounts, which can be used either for Technical Assistance; Interest subsidy and as Investment grant.
