Conclusion of Jordanian–German Development Cooperation Consultations

Amman, July 8, 2026 – The Jordanian–German governmental consultations on development cooperation for the years 2026–2027 were held under the chairmanship of H.E. Zeina Toukan, Minister of Planning and International Cooperation, and a delegation from the Federal Republic of Germany headed by Ms. Annette Shammas, Head of the Middle East Division at the German Federal Ministry for Economic Cooperation and Development (BMZ), in the presence of H.E. Dr. Bertram von Moltke, Ambassador of the Federal Republic of Germany to the Hashemite Kingdom of Jordan.

The consultations brought together representatives from Jordanian ministries and government institutions involved in development cooperation programs with Germany, as well as representatives from the German Agency for International Cooperation (GIZ), the German Development Bank (KfW), and the German Federal Institute for Geosciences and Natural Resources (BGR). Discussions focused on reviewing progress achieved under ongoing cooperation programs and identifying priorities for future bilateral cooperation in line with Jordan’s national development priorities.

At the conclusion of the consultations, the two sides signed the official Agreed Minutes, which included the allocation of a new development assistance package for Jordan for the years 2026–2027 amounting to EUR 684 million. The package will finance priority development projects and programs to be designed in the coming period in coordination with the relevant ministries and institutions and in alignment with the priorities of the Executive Program for the Economic Modernization Vision (2026–2029) and the Public Sector Modernization Roadmap. Implementation agreements for these projects and programs will be signed separately upon completion of their design, and details of each initiative will be announced in due course.

The assistance package will support the design and implementation of sectoral development programs through the state budget, as well as projects in the water and wastewater sectors, education, technical and vocational education and training (TVET), and private sector support. It will also include projects that contribute to addressing the needs arising from hosting Syrian refugees, particularly in the education sector.

The outcomes of the consultations reaffirm the continued evolution of the Jordanian–German partnership from a focus on financing development projects toward supporting economic priorities and sectoral policies. This reflects the German Government’s continued confidence in Jordan’s development trajectory and strengthens the capacity of national institutions to implement development priorities and achieve sustainable development outcomes.

Minister of Planning and International Cooperation Zeina Toukan stated that the regular governmental consultations reflect the strength of the strategic partnership between Jordan and Germany and provide an important opportunity to assess achievements, build on progress made, and define future cooperation priorities in response to the Kingdom’s development needs. She also praised the distinguished relations between the two countries, which span more than seven decades, and expressed the Jordanian Government’s appreciation for Germany’s continued support, which contributes to advancing economic and sustainable development efforts.

For her part, Ms. Annette shammas, Head of the German Delegation, reaffirmed Germany’s commitment to continuing its partnership with Jordan and supporting the Kingdom’s efforts to implement its economic and administrative reform priorities and promote sustainable development. She noted that Jordan is a trusted partner for Germany in the region and emphasized that cooperation between the two countries will continue in support of shared development priorities, including efforts to address the impacts of the Syrian refugee crisis.
