The Ministry operates under the Planning and International Cooperation Law No. (10) of 2024, and plays a pivotal role in shaping the Kingdom’s economic policy. It contributes to the preparation of long-term national visions and development plans, along with their executive programs, through a participatory and consultative approach that brings together government institutions, the private sector, civil society organizations, and development partners. The Ministry also supports the formulation of economic and sectoral policies, and oversees the implementation of priority reforms that foster sustainable economic growth and improve the quality of life for citizens.
In the field of international cooperation, the Ministry serves as the central link between state institutions and external sources of financing. It negotiates grants, concessional loans, and technical assistance programs to fund priority initiatives, projects, and programs, and ensures the proper drafting and completion of agreements in accordance with established procedures. The Ministry further monitors the implementation of funded projects and agreements, and issues periodic reports on external assistance received by the Kingdom, thereby reinforcing transparency and accountability.
The Ministry also works to align foreign funding provided to civil society organizations with national priorities, facilitating the necessary procedures for approvals in line with prevailing legislation. In addition, it reviews new capital projects requiring external financing or those included in the General Budget, and registers them in the National Registry of Government Investment Projects in coordination with the relevant authorities.
