The Ministry of Planning and International Cooperation (MoPIC) of Jordan has received financing from the Multi Donor Trust Fund (MDTF) toward the cost of the Strengthening Reform Management in Jordan and intends to apply part of the proceeds for consulting services to MoPIC. The consulting services (“the Services”) include Jordan Portfolio Review of the Pipeline of Budgeted Capital Projects.

MoPIC now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- 7+ years of evident demonstration in the comprehensive knowledge about the targeted sectors, mainly in relevance to previous and current capital investment and infrastructure projects.
- Exhibiting previous familiarity in dealing with Jordan’s macro- economic challenges within a developmental context, as well as public investment’s framework.
- Proven experience in designing, assessing, and measuring the impact of public infrastructure and development projects.
- An overview of the company’s profile with current and past projects’ portfolio, years of service, core business and framework.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), revised November 2017 and August 2018 setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations. Only short-listed Consultants will be subsequently asked to submit their technical and financial proposals as per templates of the Request for Proposals.
