Assignment Title: Road Condition Survey and Inventory Data Collection and Road Asset Management System (RAMS) (Installation and Implementation)

The Ministry of Planning and International Cooperation (MoPIC) of Jordan has received financing from the World Bank toward the cost of the Strengthening Reform Management in Jordan and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include:
1. Review and assessment of the Ministry of public Works and Housing MOPWH’s roads data inventory, as well as the institutional, and IT technology infrastructures and systems for the purpose of establishing a Road Asset Management System (RAMS) within MOPWH.
2. Undertake road inventory and road condition data collection for up to 3,000 Kilometers of Primary and Secondary Road in Jordan.
3. Assist MOPWH in Supply, installation, proving and handing-over of the RAMS as follows:
A. Develop the required technical specifications, bidding document for supply and installation of RAMS that shall include software, hardware, processes, as well as data analysis and reporting.
B. Assist in the evaluation of bids received as a result of the above bid invitation by the client
C. Supervise the supply, installation, implementation, operation and handing over of RAMS.
4. Institutional and technical capacity building and training for the MOPWH’s Road Directorate and RAMS Unit.
Full details of the assignment is in the Terms of Reference (TOR) which will be provided in the Request for Proposal (RFP) to the shortlisted and invited Consultants. The duration of the assignment will be 7-months.

MoPIC now invites eligible consulting firms “Consultants” to indicate their interest in providing the Services. A consultant will be selected in accordance with the procedures set out in the World Bank’s
Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current
edition). Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: at least 8-10-years of similar experience in related field of the assignment, proof of implementing two similar projects on same nature during the last 3-5 Years and supporting documents concerning the capability of the firm, including firm’s structure, staffing and. The Qualifications and Experience of Key Experts are not considered in the shortlisting criteria.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), revised November 2017 and August 2018 setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost-Based Selection QCBS method set out in the World Bank’s Procurement Regulations.
